Angry Parent vs School System

My daughter was in 1st grade this yr & attended Nahunta Primary School. She has overall done well in school considering her very stern teacher that nic picks @ every little thing she has done or didnt do. She has been in the RTI program for math & reading & has been progressing, even passed her reading crt test with a 802, she scored a 786 on the math portion... which i know is a little low, but nothing major... nothing that can't be helped or caught up on. I recieved her test scores a couple days before the last day of school with a note attached saying that ''her teacher'' thot it was in her best interest to be held back concerning her test scores... So... I set up a meeting with her teacher Ms Annette Willis,the principle Mr Carter & RTI lady Ms Herrin, Ms Willis & Ms Herrin begin to inform me that '' they feel its in Gracie's best interest to be held back & that in time she will get over the depression of the situation'' No, she wont... im her parent & im sure i know how she will react & she has a brother going into 1st grade, so that will be a CONSTANT reminder that she isnt with her 2nd grade class. I offered summer tutoring which they totally ignored, then they pull out her grades which will be on her final report card... A B HONOR ROLL !!!! Really ? How in the world can you hold a 1st grade child back with AB honor roll, passed the reading test but lacking a little on the math portion. I tell them i dont want her held back & they act as if i have no say so... they tell me theres nothing they can do. So... I go home & set up a meeting with Mr Drew Sauls, superintendant @ BOE. Overall i thot the meeting went pretty well, he was nice & seemed to be pretty understanding & told me he would talk to them & see what he could do & call me back. So i leave the meeting this morning feeling a bit of ease, feeling a bit better...thinking maybe he will help take care of this nonsense. Well, i recieve a call this afternoon from Mr Sauls saying that he talked with them & again Ms willis n Ms Herrin both still agree its in Gracies best interest to be held back. So me fumming & upset all @ the same time am thinking what do i do now... what are they ''proving'' to a child with AB honor roll & passed reading test by holding her back .... to me that would say '' why try so hard ? Ab honor roll doesnt get you anywhere'' Mind you now, that if she gets held back she will be 11 weeks from turning 20 yrs old because of her late birthday. So, i have a few teacher friends that teach within the state of Ga. & they inform me that they agree should be passed on & that them wanting to hold her back could be due to RTI funding... they have to have so many kids ''fail'' to recieve the funding even tho they wont admit to it. But after all that information, ive decided to take it to the next level and go to the board. This is just crazy chaos & she should not be held back ! Myself my husband are 2 angry parents.... this should NOT be totally up to the teacher, and there should be some give somewhere for her to be passed onto 2nd grade & can again be tiered in the RTI program for Math if need be. So if any of these people are reading, just let me inform you, that i will NOT stop until something is done about this...
